Morung Exp. | 7 Feb. 2020: The Nagaland Agricultural Produce and Livestock Marketing (Promotion &Facilitation) Bill, 2020 have been introduced on the floor of the House today.

After it was moved by Nagaland’s Agriculture and Cooperation Minister G Kaito Aye, NLA speaker Longkumer told the House that the consideration and passing of the Bill will be taken up on February 10.

Statement of object and reasons, the object of Nagaland State Agricultural Produce and Livestock Marketing (Promotion &Facilitation) Bill, 2020 is for a full democratization of Market Committee by providing geographically restriction-free trade transaction of agricultural produce including livestock across the State/Union Territory and Country, to give freedom to the agriculturists to sell their produce across time and space, to enhance transparency in trade operations and price settlement mechanism through adoption of electronic and other innovative form of technology, to promote emergence of multiple channels for competitive marketing, agri-processing and agricultural exports, to encourage investments in development of markets and marketing infrastructures in the state of Nagaland.

“And whereas it is expedient to put in place facilitative regulation, professional management and conducive policy framework and purposes connected therewith and to lay down procedures and systems thereto,” stated Aye.

In the light of the Government of India’s vision to double farmer’s income by 2022 and the urgent need to revisit the existing marketing structure, bring more competitive marketing environment including improved levels of productivity and reduced cost of cultivation were felt to drive agricultural growth.

For enactment of the Nagaland State Agricultural Produce and Livestock Marketing (Promotion and Facilitation) Bill, 2020 corresponding with the Model Act of The State/UT Agricultural Produce and Livestock Marketing (Promotion & Facilitation) Act 2017″ by Government of India, Ministry of Agriculture and Farmer’s Welfare, the proposed Bill is framed accordingly after considering/incorporating views and comments from the Agri. & Allied Departments. A series of zone-wise sensitization programmes were conducted by the Government of India in regard to the feasibility/viability of the Model Act.

On financial memorandum, Aye stated that the implementation of the Nagaland State Agricultural Produce and Livestock Marketing (Promotion & Facilitation) Bill, 2020 involve recurring expenditure amounting to Rs 200.00 lakh for salary and allowances of employees of Nagaland State Agriculture Marketing Board (NSAMB) as the total annual grant-in-aid under Non-Development Plan consolidated fund of the State of Nagaland.
